Ah, the wonders of Google! According to a 2001 article in the Queen's County Times Newsweekly, the curfew is in fact voluntary. A local congressman has proposed an 11pm mandatory curfew, but I found no evidence that this proposal, or any mandatory curfew, has been adopted.
