The Tango fare class competes 1:1 with any low cost airline. The Fare class matches both the price and benefits. Westjet charges $30 for flight changes and so does Tango. Westjet does not allow advanced seat selection. Tango will allow seat selection but at a premium. However if Westjet were to allow free advanced seat selection, the $15 Tango charge would be removed.
As to why Tango+ is the same price as Tango, there is not any major LCC presence on on the Transborder market. The only real competition is YYZ-Florida (but most of Westjet routes were not daily) and YYC-LAX.
