1. At all of the entry points through which I have flown, it is not very far between where one brings ones bags through customs and where one re-checks them for domestic travel. One does not go back to the general check-in counter. 2 hours should be more than enough to catch her connection.

2. I am no lawyer but AFAIK, legally, she has to declare the laptop and pay duty on it. If it were me, I would not declare the laptop; business travellers bring laptops everywhere around the world, so there is no reason for Customs to question it.
