Perhaps you can try calling India TG office - that way, if it's an e-ticket and they are able to issue the ticket then you can finish everything with one phonecall and no hassle.
Even if it's a paper ticket, they can usually give it to you at the airport (although depends on each airport whether it's possible).
Although the SITI/SOTO restrictions have been lifted, some fares still have certain conditions as part of the nett-fare contract which means still, some tickets have to be actually purchased in India. With regards to that, it might not be sufficient to contact the UK TG office.
