One of the issues holding this up is the fact that mailing in a BP to claim unposted credits would then involve a search of flight records to ensure that the travel was in fact on a paid ticket.
Related question- When traveleing on D or W, and checking in on the WEB or at a KIOSK in Canada, does the number and tier-level appear? (no WEB or KIOSK (exc LGA) checkin from USA.)
