That does not seem right. As far as I know you are allowed F-class baggage allowance for the whole trip as long as one leg is in F-class.
Sure FLR-FRA does not have first class, but she might still have had a first class ticket. The fact that they would not check the luggage all the way to BKK for that reason is just rubbish.
Even SAS allows 40 kg of checked baggage for people travelling between Scandinavia and Germany connecting to or from Lufthansa first class.

Regarding how strict they were enforce these rules, I think they went a little overboard.
Sure she had too much luggage and the airlines are allowed to charge for excess baggage, but they should have discussed what could be a reasonable price.
Paying 800 euro when she already had a first class ticket does not seem like good customer service and I think the whole matter was dealt with rather unprofessionally.
