There is an airport bus service which meets all arrivals - just look for the minivan at the kerbside on exiting the terminal.
Otherwise, I'm sure your hotel will be able to set up a car to meet you. Any of the central hotels (the two Hiltons, le Meridien, Kempinski, Intercontinental) should be able to assist here.
I've had absolutely zero issues with taxis in BUD (apart from the usual attempts to overcharge, and even then not by all that much). Budapest is hardly Moscow - I would feel as safe arriving there as I would arriving in Rome or Madrid.
