I think it has to be 1:1. It makes total sense if you look at the redemption schedule. At 20K Skypoints, you get 75% off a flight. For 25K Skymiles, you get a free flight for a slightly better ratio which is in line with how it probably should work.
I agree with those who think this is targeted towards more casual flyers. I think it would be a great card for someone who flies 2-5 times a year and isn't going for status. If you want status, this isn't going to beat the MQMs you get with the platinum card.
