Although that's the official policy, I believe it's up to the individual property on how far they want to go with it. I've booked two rooms for 7 people and both were upgraded to the C-Floor and provided with platinum arrival gifts. No complaints from me :-)

Just assume you're not entitled to it, and be happy if they provide it...
