When I had the Nexus interview (March 2005) neither the US or Canadian agencies mentioned anything about having to declare laptops.
I travel frequently from YVR to the US and never check the box that says that I have commercial items or goods related to business. I always carry a laptop and being that it's in a laptop case slung over my shoulder it's pretty obvious. Over the past Six years I have never had a customs agent ask me about it. Filling out a Y38 form for a laptop seems like a huge waste of time.
