Agreed.
But it's "just in case".
Bear in mind, their principal function has nothing to do with anything other than act as revenue collectors. Whereas in other countries, returning citizens get their own line, and basically a "welcome home", we get grilled on where we've been, why, what did we buy, etc. Last time through I was even asked if we had seen the same doctor twice. If they can possibly catch someone with an extra bottle of wine, it will make their day/month/year.
