Sadly, it's people who abuse the system that are going to make life difficult for all of us. At the moment one can, in practice, often get away with being slightly over the limit, especially when flights aren't full. I'm sure we've all seen it... raised eyebrow, smile, "ok, that's fine".

Once they start weighing baggage at the security point I suspect those with 10.5 kg will all get sent back.
Bummer. What airport? I can live with 10Kg, no problem. It is the carriers that limit me to 5Kg that really irk me. I have found one other way around the restriction that I don't think they will beat. I have jacket with 43 pockets in it. Some of the pockets are large enough to hold a laptop. I can probably put 5Kg of extra stuff in the pockets. So, if you see someone boarding who looks like the Michelin Man, that will be me!
