There are ways around this. Most European airports have baggage lockers. You can put a lot of your heavy stuff in the locker, check in to get your boarding pass where they weigh your carry-on, then reclaim your stuff from the locker. I do it all the time. It may cost me 10 minutes at the baggage lockers but saves me 30-45 minutes at baggage claim upon arrival.
I have my carry-on weighed about 50% of the time at check in but never at the gate as you board.
One airport that I use a lot now has scales at the security checkpoint. Anything that looks heavy goes on the scales. If it's over 10kg you go straight back to check-in.
I wouldn't be surprised if other airports were to follow suit before too long....
Sadly, it's people who abuse the system that are going to make life difficult for all of us. At the moment one can, in practice, often get away with being slightly over the limit, especially when flights aren't full. I'm sure we've all seen it... raised eyebrow, smile, "ok, that's fine".
Once they start weighing baggage at the security point I suspect those with 10.5 kg will all get sent back.
