All WT+ fares are upgradeable to Club World Flat beds (subjest to availability).

Is the "subject to availability" the same availability as using my miles to get a club seat without an upgrade using my miles or is it a different inventory?

It comes out fo the same inventory, but would cost you 100,000 return in Club World for a straight award, plus some taxes on top. You would need more than this to travel to most places outside "Zone 1" Europe (Zone being most of France/North Italy and the Netherlands).

WT+ can be very cheap if you book during fare sales, for travel Mon-Weds and outside the 42 day advance purchase cut off, and has been sold for t]less than $500 return including taxes on some routes in the last year or so. Not possible in July, though.
