When I go to Rome I rent an apt when I am there for a week or so--this is far cheaper than hotels and more comfortable. The apt I rent is in Borgo Pio which is near the Vatican and only 15 minutes walk to Piazza Navona, etc.

The guy who owns it is an artist and he moves out to stay with another friend. I really do not know if he is gay but I suspect he is. Sorry I cannot recall the cost but it is something like 500 or 700E.
Some friends also stayed at a gay friendly B&B named the Nicholas Inn, near Termini. They were very happy with it at around 100Euros per night.
I stayed on Starwood points at the Westin Exclesior and was given a suite upgrade which was terrific but everything in the hotel is very expensive. Breakfast was 42E or about $80 Canadian. Gasp!
