We were in Fiji about one week ago and right next to the Reception desk (you check in there) at The Outrigger on the Coral Coast is high speed public internet access. My buddy and I went in there several times and I assume it was public because the front desk never asked us if we had accomodations there. We did not have accomodations there but were in a Tubakula Beach bungalow two doors away. They charge 40 cents in Fiji money per minute.
I don't know if they let you attach your own computer or VOIP box.
