That said, you should then find your cheapest way to get a 1-way ticket to your foreign point-of-origin. A benefit to you is that after you get home, you will still have an open ticket that is valid for the rest of your year to get back to whenever...Cairo, Fiji.
No, the price is dependent on where you buy the ticket and where you start the trip. The transaction must be consummated in the country of origin, even if it's nothing more than emailing your credit card information to IST or CAI or wherever and having them print the ticket. If you buy your ticket in a high-priced country to start in a low-priced one, you will be charged the higher price. You can, however, book your plans and get your reservations arranged before traveling to the start point, but you can't get your tickets until they've been paid for in the originating country.
Some people have been able to get their sold tickets sent to them in advance (FedEx, etc.) so that when they fly to IST or CAI or wherever, they can just turn around at the airport and fly out on the RTW, but that's not the same thing as buying the ticket in one's home country for travel beginning elsewhere.
The Canadian TA loophole applies only to Star Alliance RTWs AFAIK.
