This seems to be strange wording but perhaps a TA can clarify? It seems to imply that YYC-YYZ-FRA would not be eligible as it would only allow 5216 miles (5616-400 via YYZ) and the actual distance is closer to 5616! Now I know this is not true, you can actually ticket YYC-YYZ-FRA for these fares without any extra payment. What does it really mean?
I am not a TA, but...

The MPM is 5616. The ticketed point deduction means that you actually take the 400 miles off the mileage if you connect via YYZ, YUL, or YOW. So YYC-YYZ-FRA is at 5628, take away 400 is 5228 which is well under the MPM.
