There is a doughnut type device that fits over the top of a 55 gallon commercial waste barrel. It has a large circular magnet surrounding the hole. When restaurant waste from the front of the house is dumped the ring catches the wayward flatware.

My guess is this is how some flatware is getting magnetized.
