It probably seemed that way because you'd have gotten your first 2 CR1s pretty much as you made 1K because flights before you make 1K do count towards the 10K needed for your CR1s.
In other words, if you got 2 CR1s when you made 1K it's because you flew 10K miles already in that quarter, not because you made 1K.
