Has the practice of combining stranger's baggage allowence together (those with less than the limit and those with more) come to an end?

I had it happen to me once in AMS on KL where some women on their way to Turkey wanted me to go to the check in desk with them so we could pool our luggage allowence. They thought I only had the small bag on my back. They failed to notice the backpack at my feet!! This gave them an extra 2 kilos to play with. (what was more surprising was that I was getting off a Athens, and I can't remember what sort of baggage check I got, if any!!!)
