Here's a concise verstion of how it played out:

We called to redeem a RT award with AA miles, SFO - BCN - SFO, with no stops.

Going there they gave us: SFO > LHR > BCN (with the LHR > BCN on Iberia)

They said that I couldn't get a return flight as BCN was not a "gateway city" but that I could get the return flight to SFO from Paris. so we got CDG - LHR - SFO.

Maybe there was no availability, and agent confused that with the "gateway city" part ?

Also, is there a website that shows OneWorld award availability on carriers other than AA?

I'm lost. There's no reason you can't fly back out of BCN-- it's a simple r/t, SFO-BCN award. Call back and start over with a new agent.
