Excess Baggage Tolerance

I've noticed that BA's Economy Luggage allowance is 23kg, vs the standard 20kg.

Does this very "specific sounding" 23kg indicate that BA is very strict with checked in baggage allowances - how much allowance do they give (especially at ROM & LHR)? Are there any particularly strict airports?

I have a Star Alliance RTW ticket which gives me room for 64kg (although I suspect I won't use all of that ), but could see myself with around 30kg potentially. My concern is that I will be flying BA to Rome in the midst of my Star Alliance RTW.

The topic concerned me after a friend was charged by KLM at Arlanda recently - any airline handled by Novia at Stockholm Arlanda seems to be strict with excess baggage - I know the staff are told they have no leeway.

Out of interest, are there any other airlines/airports that stick out as being particularly good/bad with respect to excess luggage tolerance.
