Canadian citizens entering under various study and working visas ARE required to fill out an I-94. I am currently in the US on an L-1B visa. I am required to have an I-94, and surrender it when I leave the US permanently.
I have been travelling on a TN for 6 years ... never had to fill out a form ... the luck of the visa (permit) draw I guess
