Folks are thinking too hard

First off, the seats have legrests, and in row 9, the legrest has to be able to fully extend without blocking the exit window, so the row 9 seats have to start a bit back from the exit window to begin with.

The row 8 seats have to be able to have a full recline, so they have to be placed well ahead of the exit row window behind them so they can recline without blocking it.

The space between the two exit windows could POSSIBLY be used for a row of C seats or an individual seat, but even so it wouldn't be able to recline much at all, and the footrest wouldn't be able to extend fully if it blocked the aisle path to the exit.
