This is exactly correct.
You have not used the DC to purchase the rental and therefore, you will not be covered.
The terms and conditions are quite clear about this.
Of course, you can blow off my explanation and their T & C stating that you are not covered, but what do you think the chances are that they are going to deny liability if you do this and get into an accident?
Are you prepared to sue them -- in what I believe -- and I ams quite confident that a small claims court judge will agree -- was their explicit statement that you would not be covered should you not purchase the car rental with the DC.
