I also think IAD is a better choice, and why not having a IAD-PVG flight departing early in the evening instead of morning-to-noon time frame.
If IAD-PVG leaves around 7 pm, there is potentially greater feed from south east, north east and mid-atlantic. Return flight from PVG would be late morning and gets in about noon or early afternoon.
IAD-PVG leaving at 7 pm would get in middle of the night.... IAD-PVG mid-day would be fine, but I suspect they're thinking in terms of a same-day turnaround.
