Third, the interest rate on the card for purchases is 15.74% which I find to be way high compared to the fixed 5.9% on say Merrill+.
This may come across as a bit blunt, but... Carrying a balance is for poor people who can't afford to pay off their card and for dumb people who don't know any better. If you can afford a $400/year credit card, you shouldn't be carrying a balance. Otherwise, you should take that $400 and start working on paying off your credit card bill right now!
