There is no real definition of LCC, but there are things you expect from an airline in order to consider it an LCC (ie. O&D flights-traffic, fast turnaround times, no full/hot meals, etc.) Aviacsa offers service equal to Full Frills airlines and fares cheaper than AM and MX, but not cheap enough.

The real problem is the airline industry in Mexico, which is controlled by a monopoly called CINTRA (AM, MX, QA and 5L) and offers very high fares. Aviacsa offers low fares, but not low enough to be considered a LCC.
