Yes, in my experience one segment can clear while the other does not. On a recent DFW/ATL/MKE the ATL/MKE segment cleared at the 3 day window.
DFW/ATL was ended up being first and only time I've won the gate lottery (I guess all those nasty DFW platinums slept in that day) so both segments ended up clearing.
