My guess (and it's totally a guess) is that it pertains to a network of hotels with which DC's travel agency has a relationship. You book best-available-rate, you get a deluxe room. Something like that. I'm thinking of those "Leading Hotels of the World" type groups of independent hotels. Properties where a TA making a phone call still has an effect on your upgrade.

Probably not airlines unless you're buying full Y. I don't think they'd give Citibank "carte blanche" to automatically upgrade people outside of their well-defined upgrade rules.

Probably not rental cars - kind of pointless to promise rental car upgrades for a super-luxury card, and the whole rental car upgrade process is too random to begin with.
