If you look in the sticky at the top of the thread there's a link to a copy of the rules where you'll find the following under 'Transfers':
"Surface Sectors: Intermediate surface sectors permitted at passenger’s expense. Mileage for surface sectors must be included in the maximum permitted mileage calculation."
