I lived in SIN for 5 years and this is a frequent problem, not just with QF, but with SQ, UA etc. The issue is that the SATS people guarding the elite lines have absolutely no idea about any FF program. They have been told that the elite Row check-ins are for first and bus class only. If you say 'no' when asked if you are travelling in first or bus, they will direct you elsewhere.
Yes, I agree that SATS is a very "Singaporean" type of organisation.
I was recently travelling from SIN to SYD on SQ and had been op up'ed to bus class (unbeknown to me). I had a bit of time to kill at the airport, so I went for a walk to Terminal 1 and tried to get into the SATS Premier lounge, using my UA 1K card (Star Gold). They told me that as my flight was leaving from Terminal 2 they wouldn't let me in, but I could go around the corner and use the TG lounge (which I did). Go figure!
