QP and QF Silver, yet refused business class check-in at SIN

Is it correct?

Tried tonight to check-in at SIN, 2hrs 45mins before QF10 to MEL. The sign said that QF business and first pax should proceed to the elite check-in behind row 4. But at the elite entry, they refused me because I was not actually travelling in first or business. That check-in facitlity is run by SATS.

Qantas check-in was open but it was only for economy class with quite many people in line. There was no Qantas Club check-in operating.

After being refused entry to the elite check-in area, I went the the Qantas desk where they told me that in Sinapore, Qantas Club members must use the economy class check-in. I showed them my QF Silver status too but they said that Silver is never good enough for Qantas elite check-in. I asked if I could see where that rule was printed somewhere, but they could not oblige.

It appears that a Qantas Club check-in 'might' open at some point, closer to the departure time. No one seemed really sure. But for sure it was not open now less than 2hrs and 30mins before the flight.

Went to the QP and explained that I had a bit of an unpleasant check-in experience. They also confirmed that Qantas Silver meant nothing as far as check-in status was concerned and were a bit confused about exactly where a Qantas Club member should check-in. To be fair to them, they did check the rules and came over later to say they thought that the check-in staff had made a mistake, certainly about Qantas Silver, and it did seem a bit strange even to them that if check-in was open, was wasn't at least a Qantas Club check-in open as well?

Is this normal?
