Let's see if I can dance around certain SSI issues here.

Generally speaking, all checked baggage items must go through the CTX machine. And, generally speaking, golf bags tend to alarm the CTX machine virtually every single time for one of two reasons: the density of the club heads or because of the size of the bag (the CTX will alarm when it is unable to capture the entire size of an object which means that the operator needs to have it re-scanned). Golf bags (or any other checked bag) that alarm the CTX must be physically searched.

Recently, TSA authorized an alternative procedure for handling oversized items such as golf bags. I cannot go into any more detail than that other than saying that it ensures that all golf bags are screened but doesn't necessarily mean that they need to be opened. If an airport sticks with the primary screening method, it is not necessarily violating the SOP. It's just that for some reason, the FSD at that airport has opted not to use the alternative procedure.

Not so sure this will answer your question, but it's the best I can do.

And, no, we are not interested in your golf clubs. One other thing, for people who use golf bags as intended; that is to say, use them for storing golf clubs and other golfing accessories, there's not much problem with putting everything back in its place; it's pretty simple. However, you'd be surprised at how many people use the golf bags as a basic all-purpose storage container either in addition to or in lieu of the golf clubs. That's their business and their prerogative. However, it does place additional stress on the contents of the bag and will either rip the seams or bend items. It's not just TSA that handles your bags. They are loaded and unloaded from conveyor belts, baggage carts, aircraft and baggage claim carrousels by many different people. If you think that everyone who handles your items gently places them on whatever platform is involved, then you're just being naive.
