could be you are correct. When I had asked about it last June, I was told that I would have to pay the $$ then and it wouldnt be refunded if the UP didnt clear. I hope that it changed as it seems it has from the URL you provided. When I go over next month its on my own Dime so I wont fork over the extra $300 each way.
