I sure hope by Tommy's you don't mean "Tommy's Joynt" next to the Cathedral Hill hotel near Geary and Van Ness, but that's nowhere near 23rd st, so I presume I'm safe to assume you're talking about somewhere else.

I always worried that "Tommy's Joynt" and the "Heatlh and Sanitation Code" might well be ships that pass in the night. Just one guy's opinion, though.
