It probably helped that 1. We were the ONLY flight that was not on time at LAX that day, 2. the UA ground supervisor was working our gate and is who provided the stacks of vouchers and 3. it was on a highly regarded UA route with a boatload of paid F passengers / people paying higher than rock-bottom coach fares to get there.

I do know that they distributed them to everyone on board - no exceptions.
