I visited the Westin in Kyoto last year to check it out. We had a group of 35 people attending a conference and were looking for a good hotel The Westin was expensive, inflexible and not that great. In the end we went with the Granvia at the railway station and had an absolutely great experience. The people there just couldn't do enough for us.
However, another Starwood hotel just down the road (well, Kobe isn't THAT far), is really great. Ok, the furniture is a little old, but the place is spotless and the staff are friendly and helpful. I also have a 90% upgrade rate there, and that's on the cheapest internet rate of about 13'000 Yen.
