Berlin or Munich. In Berlin you have:
-Relais and Chateux
-RC
-Swissotel (raffles managed)
-2 Kempinskis- some like them and some don't
-The former FS-think it is now the Regent
-Grand Hyatt
-An IC that some people love and some don't
Munich
-Bayrischer HOF is fantastic
-MO
-Kempinski is famous but I don't find it very comfortable
-A nice Meredien (not quite LUX but very close) which should be around 100 EUR a night unless something big is going on in town
FYI the Regent in Zagreb is nothing that special- wouldn't go out of my way for it- in fact I prefer the Sheraton which is a typical 4* in Zagreb when I am there (but beware of the ridiculous parking charges!)
