I live in Anne Arundel County, Maryland, so I kind of know this area pretty well. If you want to drive in to DC each day, Annapolis will be a bit of a haul b/c of traffic. If you are just wanting to get to DC, and walk around once you get there, I would suggest staying at the BWI Residence Inn. They have a free airport shuttle that you can use to access the MARC train at BWI.
For those that don't know, MARC train service goes between Baltimore and DC daily Monday-Friday. Tickets are nominal and your final destination will be at Union Station, where DC's METRO system can be easily accessed as well.
I try to avoid driving into DC if at all possible. If you must drive into DC, try to follow the "in after 10AM, out by 2-3PM" rule to avoid most traffic problems.
