Or more correctly, employers should reimburse up to the cost of a fully refundable Y fare. Also, with the policy stated above, a traveler could ask the employer to buy the full Y up front and then have CO reticket it in a possibly cheaper, yet still refundable, Z or D and pass the difference on to the traveler in the form of an ecertificate. Any head of a travel dept that rigidly enforces such policies even when they hurt the bottom line deserves to be fired immediately.

But at any rate, anyone who works for such an employer should be complaining to the employer about their dumb and brittle travel policies and not to CO for offering reasonably priced F fares. I thought the We-Care line was for issues regarding serious lapses in service, so I don't see how a price restructing that benefits the consumer is relevant to a We-Care complaint.
