I don't see the issue. If a customer wishes to pay in their USD, then Hertz will bill in USD but will charge a 2% premium for doing so. By default, they will charge in the local currency and you will be liable for any conversion fees subsequently.

Surely this is just a benefit to those that want to know the actual amount they will pay.
