BUD is a small airport and even if no transfer facility (I cant recall seeing one but that doesnt mean there isnt one) it wont take long to go landside and back through (you may get questioned on turnaround though if have to clear immigration).

As for whether LH responsible for misconnect that may depend on whether all one ticket and what BUD's minimum connection time is.
