If I understand correctly which Travelocity feature you're using, it first of all lists the fares that have been published. I suspect that's the stage at which you're seeing these low fares. It's a pretty blunt instrument at that stage. I think the best thing to do is to read the fare rules first before you try to go on to the next stage, which is to check availability.
