Not necessarily...at least in the past. Jan 1., 2004 my flight CDG-JFK was delayed leaving because of a snow storm in Paris. By the time we got to JFK, connecting flights were long gone. Even though it was weather, AA put us all up at their expense, and offered food vouchers. They didn't have to do this, but they did...and it's a good precedent.
