I do not have the technical answer to your question however, I can tell you that it is a joint effort. Once you are approved for the card, Visa establishes a link to your Marriott Rewards account or signs you up for a new account (if you are not a member). Then, as you earn bonus points, those earnings are transmitted to your account on a monthly basis.
