For most domestic narrow-body CO aircraft, yes (Row 4 is usually the last row in F, and Row 5 is usually the bulkhead row in coach).

However on widebody aircraft, seat 5A might well be in F (one example is the 24-seat domestic 757 cabin).

I would guess that 5A would be in Business First on MOST international widebody aircraft.
