Well, I just concluded my Freddie ballot and it looks like you can't vote for multiple programs as in the past. Therefore, there is no way to punish a particular program. If you vote for a program, but give it a low score, you are "recognizing" that program anyway. I choose to give my vote to AA rather than recognize CO or DL.

Seems to me there needs to be a way to target those programs who are lacking as well as recognizing the top performers.
