I'm not quite sure of your question. But here are some potential answers:

1) When earning a voucher, The DBC voucher is for a fixed Delta dollar amount ($400 max). It doesn't have any taxes attached to this amount. It is just a flat dollar amount. Delta doesn't report this to the goverment as "income" (if that was your question).

2) When redeeming, the voucher can be used for the total price of a ticket (including any airport fees and taxes). If your ticket is for less than the DBC, you will get a residual value that can be applied to another ticket.
